get a S14SR, basic bolt on's; FMIC, fuel pump, DP, Testpipe, Exhaust, injectors, SAFC, 10-12psi, you'll make a good 270-300hp. For 300hp you might want to go with a ECU tune. For 250, maybe 9psi with SAFC get the injectors working prop. and you'll be boosting very safe. Stock turbo is good for 15psi.

yea, 250 is pretty obtainable with some basic bolt-on's, even with a cheaper 13SR (i took that way out and i'm still happy, although 14SR's are pretty sweet too, but i couldn't justify the extra $1k or so). right now, i've got a pretty extensive mod list which should be good for low/mid 300's once i get it tuned again, but even on the stock T25 and some supporting mods 250 is fairly reasonable.

stick to the s13 motor. I have a few friends who bought s14's and ended up swaping to an s13 head (which just turns it into a black top s13 sr). turns out that nissans attempt at vvt just made it more expensive to buy parts and harder to tune it yourself. as far as 250hp. if that's all you need it is simple. throw an after market head gasket in there. maybe even step up to 1.0mm thickness from the stock 0.8. this will give you the reinforcement needed to throw a boost controller in there and up the forced induction a little. raise the boost to 1.0, i think that's around 14psi ( stock sr injectors begin to starve at higher than that) and have a blast.
i also reccommend getting an egt to tell you if you are going rich or leaning it out. save my motors once or twice
now if you are really feeling froggy you should go with the above plus cams, injectors, and a decent ecu. i reccommend getting like a power fc or a megaspuirt. those will give you the self tunable option so you can upgrade parts later.

I second the comment to stick with the redtop for the same reason. The variable valve timing (vvt) just gets in the way when you start modding things. Actuaully I agree with all of the suggestions in the above statements. Getting to 250 should be relatively easy but make sure to be safe about it. (ingectors, head gasket, egt, maybe a walbro fuel pump)
